This case primarily involves the constitutionality of an act entitled “An act to charter the Greenville and Port Royal Railroad Company,” passed December 23, 1882, and of “An act to amend an act entitled ‘An act to charter the Greenville and Port Royal Railroad Company,’ ” passed December 24, 1885.
