Appellants brought an action in the United States District Court for the Western District of Missouri seeking a declaratory judgment that they were beyond the jurisdiction of the Federal Trade Commission and asking the district court to enjoin the enforcement of investigative subpoenas issued to appellants by the FTC. Upon due consideration of the contentions of the parties, the district court (Senior District Judge William H.
