Plaintiff Union Electric Company d/b/a Ameren Missouri (“Ameren”) brings this action against Defendant, the United States Environmental Protection Agency (“EPA”) seeking disclosure under the Freedom of Information Act, 5 U.S.C. §§ 552 et seq. (“FOIA”) of records pertaining to certain Notices of Violation issued to Plaintiff (collectively, the “NOVs”).
