LYNCH, Circuit Judge.

Disasters are said to bring out the best and the worst in people. In September 1998 Hurricane Georges wreaked massive destruction in Puerto Rico. The municipality of Toa Alta was badly hit and it sought federal disaster assistance monies from FEMA, the Federal Emergency Management Agency. The influx of large disaster relief funds can also provide fertile opportunities for corruption. In 1999 a jury convicted Angel E.
