Marcel Williams was found guilty of capital murder and sentenced to death. We affirmed his conviction and sentence in Williams v. State, 338 Ark. 97, 991 S.W.2d 565 (1999). Williams subsequently filed a petition for postconviction relief in the trial court pursuant to Arkansas Rule of Criminal Procedure 37, alleging ineffective assistance of counsel.
