The defendant in error, Judy Patricia Finchum, recovered a judgment in the Circuit Court of Franklin County against the City of Winchester in the sum of $2,500, the same being for personal injuries received by her when the bicycle she was riding struck a defect in the sidewalk which threw her with great violence…
