This is a declaratory judgment suit challenging the constitutionality of certain provisions of an act of the legislature relating to the eradication of brucellosis, tuberculosis, and paratuberculosis in Oregon livestock. Oregon Laws 1957, ch 234; ORS ch 597.

The plaintiffs are engaged in the livestock business, principally the raising of beef cattle in Eastern Oregon. They bring the suit not only in their own behalf, but also in behalf of an additional 110 persons in the livestock business in Eastern Oregon.
