OPINION OF THE COURT
Memorandum.
The order of the Appellate Division should be affirmed, without costs.
On August 13, 1982, petitioners, pretrial detainees awaiting trial upon felony charges, were transferred from the Monroe County Jail to the Yates County Jail. The purpose of the transfer to the Yates County Jail, which is approximately a distance of 60 miles from the Monroe County Jail, was to alleviate severe overcrowding at the Monroe County facility.
