The City of Plattsburgh seeks an order directing that an arbitration award dated July 29, 1970 between the parties be vacated pursuant to CPLft 7511 (subd. [b], par. 1, cl. [iii]).

On or about September 19, 1968 the American Federation of State, County and Municipal Employees AFL-CIO Local 788 was recognized as the sole and exclusive bargaining agent for all water and sewer department employees, general maintenance and service employees, and clerical employees of the City of Plattsburgh.
