This is an appeal from the General District Court of the City of Richmond. Plaintiff, a state inmate, claims that defendants were negligent in caring for his personal property when he was transferred to the Illinois Department of Corrections under an “Interstate Corrections Compact” between the two states in 1997. Plaintiff claims that because of that negligence, his property was lost.
