This matter is before the Court on motion for summary judgment by West of England Shipowners Mutual Insurance Association (“West of England”). West of England seeks a judgment declaring the protection and indemnity (P & I) insurance policy issued by West of England to Best Workover, Inc., Gantry Services, Inc., Best Oilfield Services, Inc. and Workover 300, Inc.
