PANNER, District Judge:
Plaintiffs bring this action under the Federal Tort Claims Act, 28 U.S.C. §§ 2671 et seq. They seek damages for the alleged negligence of agents and employees of the Farmers Home Administration (FmHA), an agency within the United States Department of Agriculture, in the course of FmHA’s approval and supervision of a Rural Housing Construction loan obtained by the plaintiffs from FmHA in 1976.
