This is a suit in equity, brought under the provisions of sections 5 and 6 of title 2 of the National Prohibition Act (Comp. St. §§ 10138%bb, 10138%c), to review the action of the Commissioner of Internal Revenue, the federal prohibition administrator of Pennsylvania, and the collector of internal revenue in refusing the plaintiff a permit to purchase specially denatured alcohol to be used for the manufacture of ethyl acetate.
