Mowbray, J.:
Appellant is challenging the constitutionality of NRS 463.151 through NRS 463.155 and Nevada Gaming Commission Regulation 28 on numerous grounds. He also challenges _the adequacy of his hearing before the Commission, and the failure of the Commission to make factual findings in support *189of its decision barring him from licensed gaming establishments in Nevada. We hold that the statutes and the Commission regulation in issue are constitutional.
