LOKEN, Circuit Judge.
Ze Bei Zheng, a citizen of China, entered the United States in 1993 and filed a Request for Asylum. The government commenced removal proceedings in 2005. Zheng conceded removability and sought asylum, withholding of removal, and pro tection under the Convention Against Torture (“CAT”), claiming past and a well-founded fear of future persecution as a result of his resistance to China’s coercive family planning policies.
