Following evidentiary hearings and arguments of counsel for all parties, this matter is before the Court upon Plaintiffs’ complaint for preliminary and permanent injunctive relief, Plaintiffs’ motion and memorandum in support of a temporary restraining order and preliminary injunctive relief, Defendants’ memorandum in opposition to Plaintiffs’ motion for a preliminary injunction, and Plaintiffs’ motion and reply memorandum in support of preliminary injunctive relief.
