This is an action brought by Claimant, Lucas Gonzales, a resident of Stateville Correctional Center, for $15,000.00 damages “for being wrongfully and illegally transferred in violation of his constitutional rights” from a medium security institution (Graham Correctional Center) to a maximum security institution (Stateville Correctional Center).
The department report filed herein sets out by way of hearsay that Claimant was an organizer of drug trafficking activities at Graham, that he engaged in this activity with his stepfather, Richard Jones, also an inmate, and that the drugs were supplied,…
