Randall S. Reich (Reich), a taxpayer in the Reading School District, City of Reading, Berks County, Pennsylvania, asks us to determine whether the Public School Code of 1949, Act of March 10, 1949, P.L. 30, as amended, 24 P.S. §§ 1-101 — 27-2702 (School Code), allows intermediate units to enter into contracts with school districts in them area to bus non-special education students. 1
