This is an interlocutory appeal pursuant to 28 U.S.C. § 1292(b). We are asked to determine whether the district court properly applied the law in finding present and past *729administrators of the Nebraska Department of Correctional Services (Department) liable for violating the equal protection rights of female inmates (plaintiffs) in the Department’s prison system as to the provision of prison programs and services in this class action suit.
