OPINION
MURNAGHAN, Circuit Judge:
Thomas C. Prevetire was injured on the job and filed a claim for disability benefits under the Longshore and Harbor Workers’ Compensation Act (“the LHWCA” or “the Act”), 44 Stat. (part 2) 1424, as amended, 33 U.S.C. §§ 901-950. An administrative law judge denied his claim, but the Benefits Review Board of the United States Department of Labor reversed.
