Reversing.

On October 30, 1947, the Lexington Telephone Company filed notice with the Public Service Commission of its intent to increase its local rates. That body, which was created in 1934, has jurisdiction over the rates and services of private utility companies. Chapter 278, KBS. The proposed rates were to become effective on November 21, 1947, and were instituted on that date upon the posting of a bond by the Company guaranteeing a refund to the subscribers in the event that any or all of the increase should be denied.
