Appellant Richard Fisher was charged in the shooting death of Tyjuan Renfroe in the District of Columbia. After being arrested in Canada and extradited to the United States, Mr. Fisher was indicted for first-degree murder while armed (premeditated), in violation of D.C.Code §§ 22-2401, -3202; possession of a firearm during a crime of violence (“PFDCV”), in violation of D.C.Code § 22-3204(b); and carrying a pistol without a license (“CPWL”), in violation of D.C.Code § 22-3204(a). 1 A jury found appellant guilty of the lesser included offense of second-degree murder,…
