Defendant was arrested on March 4, 1961, by Trooper Donald P. Hughes of the Pennsylvania State Police on a charge of operating a motor vehicle while under the influence of intoxicating liquor. The arrest took place in Bell Township, but *612defendant was taken before a justice of the peace in the Borough of Punxatawney.
