Introduction

The plaintiff, John Carillo, appearing pro se, is an individual who has been sentenced to a life term in a Rhode Island correctional facility. The defendant, Larry DuBois, is the commissioner of correction in Massachusetts, to whose custody Carillo has been committed pursuant to the New England Corrections Compact (the “Compact”).
