ANITA B. BRODY, District Judge.
In this case, Liberty Resources, Inc. (LRI), a disability rights advocacy group, brings suit against the Philadelphia Housing Authority (PHA). LRI alleges that PHA’s administration of its Section 8 program fails to provide sufficient Section 8 housing for applicants with mobility disabilities, in violation of the Americans with Disabilities Act, 42 U.S.C. § 12101 et seq., and Section 504 of the Rehabilitation Act, 29 U.S.C. § 794.
