LAY, Circuit Judge.
Section 1718, Title 18, of the United States Code1 was found by the federal district court to have been violated by the defendant Ray Allen Tollett. Tollett was convicted and sentenced to two years in prison for mailing eight post-cards containing “scurrilous” and “defamatory” language about a former employee and the latter’s wife.2 Tollett testified that he believed a former employee of his, L.
