The Court of Appeals reversed the judgment of the trial court because its judgment was contrary to law. Since the Court of Appeals did not decide in favor of the commission on its contention that the verdict was against the manifest weight of the evidence, we assume from the form of its journal entry that a reversal on that ground was denied.
