¶ 1. The Town of Campbell 1 appeals the circuit court's order dismissing a petition to incorporate territory in the Town of Campbell, to be known as the Village of French Island. Because the petition includes territory subject to annexation proceedings that commenced prior to the incorporation proceeding, the annexation takes, precedence over the property subject to both the annexation ordinances and the petition to incorporate.
