Appeal from a judgment of the Supreme Court at Special Term (Pitt, J.), entered December 20,1982 in Albany County, which, inter alia, dismissed petitioner’s application, in a proceeding pursuant to CPLR article 78, to annul a determination of the New York State Department of Civil Service denying petitioner’s request that his position be reclassified to a higher grade in the competitive civil service.
