The right of the sheriff of Hinds County to detain the petitioner depends upon the validity of “ An act to amend §§ 557 and 585, Code of 1880, so as to increase the public revenue, and provide for the faithful collection of the same,” approved March 18, 1886, and published by authority as a law.
