The claimant, Burton Anderson Jr., seeks an award of $616.72 from the respondent, Division of Highways, for damage to his 1987 Pontiac TransAm. The damage occurred on April 18, 1996, at approximately 8:00 p.m., while the claimant was driving on the Chestnut Street Exit from Route 50 in Harrison County. At this time, the claimant’s vehicle struck a piece of steel rebar which protruded approximately two feet out of the concrete bridge deck.
