The General Borough Act of May 4, 1927, P. L. 519, applies under section 106 to the Borough of Schuylkill Haven. Section 2470 of the act provides: “Boroughs may manufacture or purchase electricity for the use of the inhabitants of such borough. Boroughs owning or operating electric light plants may make contracts for supplying electricity for commercial purposes outside the limits of such borough, with the consent of the municipal- and township authorities, at rates not less than those established from time to time within the limits of such borough.
