In the establishment of stock law district, the court of county commissioners or other governing body of the county is a court of general jurisdiction. The facts necessary to support its proceedings will be presumed, on certiorari, unless affirmatively shown by the record not to 'exist. Code 1907, § 3312; Browning v.
