Petitioner Alexander Diaz-Garcia (“Diaz”), a native and citizen of Colombia, seeks review of an agency decision denying his applications for asylum under Section 208 of the Immigration and Nationality Act (the “Act”), and for withholding of removal under Section 241(b)(3) of the Act and the Convention Against Torture (“CAT”).
