This is an appeal by the department of labor and industries from a judgment of the superior court for Thurston county reversing a decision of the department; which decision, while awarding to Ralph C. Arnold forty dollars per month as for a permanent .total disability in the loss of both legs in an extra-hazardous occupation, made deduction therefrom on account of a prior award made to him for permanent partial disability resulting from the same accident.
