OPINION

Frederick, J.

Claimant, Barney Lonzo, filed his complaint sounding in tort on July 26, 1990. Claimant alleges that $10,000 worth of his personal property was converted, lost and destroyed by Respondent. The cause was tried before Commissioner Fryzel.

The Facts

In July of 1988, Claimant was at work for his employer, the City of Chicago, at the taxi cab inspection facility. Claimant owned a CMC van. In the van, Claimant had tools, a hot dog vending cart, a radio, and stereo. Claimant valued the tools at $1,091.44 which is the amount he paid for the tools. The van was valued by Claimant at…
