ENSLEN, Chief Judge.

This matter is before the Court on defendants’ motion for judgment on the pleadings or, in the alternative, for summary judgment pursuant to Federal Rules of Civil Procedure 12(c) and 56(c). On December 19, 1996, plaintiff Jason Fox filed this action pursuant to 42 United States Code section 1983, alleging that defendants violated his Fourth, Sixth, and Fourteenth Amendment rights, and several state tort laws, by withholding his driver’s license without cause, and by prosecuting and incarcerating him for several probation violations.
