ROBERTS, Justice.

We here review on certiorari a judgment of the Circuit Court of Hernando- County, affirming the conviction of petitioner in the Municipal Court of the City of Brooksville for violation of Ordinance No. 94 of that city.

The • ordinance in question is essentially a regulatory measiire, prescribing certain qualifications and requirements which must be met before engaging in the business of a solicitor - and canvasser in the City.
