JOHNSON, Circuit Judge:

National Hand Tool Corporation appeals from a summary judgment in favor of the Immigration and Naturalization Service upholding the denial of a visa application. For the reasons cited herein, we affirm.

I. FACTS AND PROCEDURAL HISTORY
