By chapter 741 of the Laws of 1920, article 4 of the Civil Service Law was enacted, establishing a “ retirement system,” having the powers and privileges of a corporation, to be known as “New York State Employees’ Retirement System.” Section 52 provided for membership in said system. By article 5, added in 1922, provision was made for the inclusion of certain municipal officers and employees in said system.
