Interim Decision #3190 MATTER OF M/V SARU MERU In Fine Proceedings NOL 900002 Decided by Board October 19, 1992 (1) Fine liability under section 273(d) of the Immigration and Nationality Act, 8 U.S.C. § 1323(d) ( 1988), is absolute for bringing a stowaway to the United States and failing to detain him until he has been inspected by an immigration officer, even when the carrier did not know about the stowaway until after he was apprehended ashore.
