Your letter and attachments inform me that a man and wife rent a single family home in the City of Brookfield in an area zoned "R-3." Evidently, the permitted uses in an "R-3" district include "one-family dwellings, accessory buildings and uses." Section17.02 (14), of the Municipal Code defines "one-family dwelling" as a building "designed for and occupied exclusively by one family." Section 17.02 (17), defines "family" as follows:

"FAMILY. One or more persons related by blood, adoption or marriage, living and cooking together as a single…
