Appellant William Castillo, who was sentenced to death in 1996, filed a procedurally barred postconviction petition for a writ of habeas corpus asserting that he was entitled to a new penalty hearing. He claimed he demonstrated good cause and prejudice to excuse the procedural bars based on *559Hurst v. Florida , 577 U.S. ----, 136 S. Ct. 616, 193 L.Ed.2d 504 (2016).
