Petitioner Colonel John Crider, a black male, was employed by respondent on May 1, 1984, as a grounds crew worker at the Illinois Veterans Home in Quincy, Illinois. On September 12, 1978, petitioner filed charges of racial discrimination against the respondent with the Illinois Fair Employment Practices Commission.
