RUDKIN, Circuit Judge.

This is an application for a writ of mandamus. The facts, so far as deemed material, are these: The petitioner is a public service corporation engaged in a general telephone and telegraph business in the state of Washington and elsewhere. On the 8th day of August, 1919, the Public Service Commission of that state made an order prescribing maximum rates to be charged for exchange and toll service within the state.
