MEMORANDUM
CALDWELL, District Judge.
Introduction
Plaintiffs, Vivian M. Rode and Jay C. Hileman, commenced this action pursuant to 42 U.S.C. §§ 1983 and 1985 asserting that defendants violated their constitutional rights. 1 More specifically, plaintiff Hileman alleges that defendants, individually and as members of a conspiracy, subjected him to a course of harassment in retaliation for his testimony against the Pennsylvania State Police (“PSP”).
