Appellees Voting for America, Inc., Brad Richey, Penelope McFadden, and Project Vote, Inc. (“Appellees”) sued Texas Secretary of State John Steen (“Steen”)1 for declaratory and injunctive relief against several provisions of Texas’s law regulating volunteer deputy registrars, Tex. Elec. Code Ann. § 13.031 et seq. (“VDR Law”).
