The United States District Court for the District of Rhode Island has certified for our resolution 1 three questions concerning G.L. 1956, §§16-21.1-1, -2, -3 (Supp. 1978) (hereinafter referred to as the act). This statute provides a program for busing pupils to schools not within the limits of the city or town in which the students reside.
