On February 11, 1949, there was filed in the office of the Secretary of State of South Dakota, a petition entitled “Petition for Initiative Act” which proposed that the legislature of South Dakota enact and submit to the electors of South Dakota an act in words and figures thereafter published as Chapter 19 of the Laws of 1949.
