Eleven officers in the City of Roswell Police Department brought suit against the City of Roswell and its mayor and chief of police in their official capacities seeking, inter alia, actual damages, attorney fees, and punitive damages for the defendants’ alleged breach of contract, bad faith acts, and constitutional violations stemming from the defendants’ failure to use an assessment center and to follow personnel rules on notification of job openings when making five promotions within the police department.
